WASHINGTON — The White House on Tuesday unveiled a national strategy for countering domestic terrorism, which U.S. media said is long overdue and may have a limited effect when implemented.

MEXICO CITY — At least 12 people were killed and 13 others injured when a passenger bus overturned on Tuesday on a highway in Mexico’s northeast state of Tamaulipas, state authorities told Xinhua.
