MP questions Dodma’s goat procurement contract

Member of Parliament for Nsanje Lalanje Gladys Ganda has taken the Department of Disaster Management Affairs (Dodma) to task over the awarding of contracts for procurement of goats in Nsanje under the post Cyclone Idai and Kenneth Emergency Recovery Resilience Project.

Ganda fears the process is a way of siphoning resources.

The lawmaker, who is also Chairperson of the Budget and Finance Committee of Parliament, says the government had opted for companies that have offered high cost of K41, 000 per goat when local farmers could have supplied the same within the range of K28,000 and K32,000.

“This could have reduced the cost fairly and it would have empowered local farmers, unlike what is happening here, where the two suppliers that are being earmarked to be given the contracts will go and buy from farmers at as little as K10 000 yet the same goat is attracting K41 000 from the government,” she says in a statements.

On Wednesday, Dodma released names of the successful bidders for the supply and delivery of goats to Zomba, Phalombe, Mulanje, Chikwawa and Nsanje under the post Cyclone Idai and Kenneth Emergency Recovery Resilience project.

In Nsanje and Chikwawa, the department has awarded the contract to ASIP and A Investment to provide 6,870 and 6,880 at a contract price of K230. 8 million and K231.1 million, respectively.

AWS Trucking Company has been awarded a contract to supply 6,750 goats to Zomba, Mulanje and Phalombe at a cost of K278.9 million.

But Coordinator of the project Grenard Mkwende said the they followed African Development Bank procurement procedures.

“She has not requested for any information either from Dodma or anyone involved in the project. I wish she took time to find out and understand. We cannot do what she is saying because ADB would not allow that,” he said
